Senator Halford moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 5. Without objection, the bill was returned to second reading. Senator Halford offered Amendment No. 5 : Page 1, line 3: "Delete "giving notice of and approving the purchase Insert "relating to the purchase"" Page 2, line 25: Delete "is authorized to" Insert "shall" Page 2, line 27, following "corporation": Insert "for an annual amount not to exceed the building's annual operating expenses" Page 2, line 28: Delete "excluding" Insert "including" Page 2, line 28, following "purchase": Insert "and lease by the state" Senator Halford moved for the adoption of Amendment No. 5. Senator Taylor moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered.
